Supreme punishment

Since the punishment for destroying the United States is a tongue lashing from members of Congress, shouldn't that be the maximum punishment for all major crimes? I doubt that any financial sector executive ever will mismanage the nation's finances again after that horrible experience. The threat of similar punishment will deter all future murders, grand larceny and other major crimes.
